Supreme Court Order Brings 49 HIMSR MD/MS Seats into MCC NEET PG 2025 Round 3
In a major late development during NEET PG 2025 counselling, the Medical Counselling Committee (MCC) has added 49 MD/MS seats of Hamdard Institute of Medical Sciences and Research (HIMSR), New Delhi into the Round 3 seat matrix. This action follows a clear directive issued by the Hon’ble Supreme Court of India in SLP (C) No. 3280 of 2026, titled Asad Mueed & Ors vs Jamia Hamdard Deemed to be University & Ors.
HIMSR is a deemed university under Jamia Hamdard and offers postgraduate medical seats under multiple quotas. Due to ongoing legal proceedings, these seats were not reflected in the earlier MCC seat matrices. With the Supreme Court’s intervention, MCC has now formally included these seats to ensure that no eligible PG seats remain vacant.

Additional 3 AIQ Seats Added from Other Institutes
Apart from the HIMSR seats, MCC has also added three additional All India Quota (AIQ) seats from government medical institutions in Rajasthan and Telangana. These seats were approved separately and are now available for choice filling in Round 3.

Why the Supreme Court Stepped In for HIMSR Seats
The Supreme Court of India directed the addition of 49 MD/MS seats of Hamdard Institute of Medical Sciences and Research (HIMSR), New Delhi after observing that these seats were wrongly excluded from NEET PG counselling. The matter was heard under SLP (C) No. 3280 of 2026.
Students and other stakeholders informed the court that the seats were valid and approved, but were not included due to administrative delays and documentation issues. The Supreme Court agreed that candidates should not suffer because of institutional or procedural problems and ordered MCC to include these seats in Round 3 counselling.
Why HIMSR Seats Were Missing in Earlier Counselling Rounds
HIMSR is a Muslim Minority deemed university. Such institutions sometimes face delays due to approval processes, verification of faculty and infrastructure, or disputes related to quota distribution. In this case, issues related to Muslim Minority, Self-Financed, and NRI quota seats were pending.
Because these matters were not resolved in time, MCC did not include HIMSR seats in Round 1, Round 2, or the initial Round 3 seat matrix. The Supreme Court’s order has now cleared these hurdles and allowed the seats to be added.
